Depends on where your HTML is.
Simply
<img src="http://image.source.com/image_name.jpg">
That is assuming your image is accessible to the internet from some site.
For any further help, you'll need to be more specific as to your situation.
Where is the web page? Is it local or on a hosted site? How did you get blank HTML to this site? Do you have upload capability to the site?

I assume you are talking about a web space provided by your ISP... in which case they should have a tutorial explaining how to upload and such on their site (though most of these s u c k as tutorials go...)
you will need to get some ftp software (wsftp, ftp voyager etc) all of which are available at download.com or other free sites.... and then you will need info from your ISP relating to your site, user name and password
(condensed version of course... you best bet is still to check out your ISPs site for info on how to do all this)

You can use "My Network Places" to create a link/folder to access your webpage.
Open "My Network Places", click on "Add Network Place" and follow the wizard through the setup.
When you get to the "Where do you want to create this network place?" page, click on "Choose another network location . . .yadda, yadda". I won't really say "yadda, yadda". I didn't feel like typing it all, so I said "yadda, yadda".
The next box will ask you to enter the 'Internet or network address'. It won't really say anything, but you'll hear the words in your head as you read them.
Enter (I say "Enter", but you have to type this stuff on the keyboard):
ftp://(your network login username):(your network password)@www.whatever your ISP tells you is the address to use.com
"(your network login username)" isn't really what you enter in - if you don't know what yours is, call your ISP. When I say "Call", I don't mean really call out the window; get on the phone and dial in the 7-digit that will cause your ISP's phone to ring. When I say "Dial", I mean "push the corresponding numbers on your phone's keypad. Most phones no longer have dials.
Same goes for "(your network password)" and "www.whatever your ISP tells you is the address to use." You do need the ".com", though.
Everything else in large, bold letters (ftp:// , : , @) you need to actually type in where they belong in the scheme of things as illustrated above.
Once you log on to your webpage, you can mark it as a "FAVORITE" in Explorer to drag & drop stuff like normal.
